Mkhitaryan Y.I. Responsibility of state bodies for violation of business reputation of self-regulatory organizations

The author of article considers a problem of creation of effective institute of self-regulation as the most current problem of improvement of quality of public administration. Self-regulation – an innovative, most rational way of regulation of the public, enterprise relations. Activity of self-regulatory organizations is directed to formation and realization of system of values of society, overcoming egoism of separate groups of persons, inequality and instability of economy, improvement of state regulation, achievement of social justice, implementation of the social concept of development of the state, protection of civil, constitutional rights of members of society, legal entities and individuals.
Meanwhile, not in all sectors of economy state bodies agree with need of ensuring priority development of self-regulatory organizations as way of regulation of the enterprise relations, state regulation. So, for example, in a construction complex since 2014 the purposeful work directed to control of development of self-regulatory organizations, decrease in business reputation of self-regulatory organizations in mass media, state bodies is conducted. Examples from judicial and arbitration practice of compensation of "reputation" (non-material) harm are given. According to the author, the government, state bodies, officials bear responsibility for violation of "business reputation" of a legal entity which is a non-material asset of the organization.

Toktorova V.K. Self-regulation in the system of state control of the organization of the provision of quality medical care

Medical assistance to the population is one of the most priority areas of the social policy of any state. However, it is necessary to monitor this process on the part of the state, and on the part of the population itself. The article considers the main normative documents concerning the issue under consideration, a comparative analysis is carried out and ways of overcoming existing problems or their minimization are suggested.

In modern conditions of management, the mechanisms of the economic efficiency of the enterprise's activities acquire special urgency. In connection with this, the authors analyzed the theoretical constructs for assessing the performance of economic efficiency and suggested options for improving their effectiveness at the present stage of development.

Ermatov A.K. Formation of the system of legal support for the state control and supervisory policy in the economic sphere

Regulation of the economic activities of the state is a necessary process for any country. The article updates the system of legal support for the state's control and supervisory policy of the economy. In the course of the research, a comparative analysis of the components of state policy in the field of economy was conducted, key barriers and inefficient mechanisms were considered, and on this basis the author proposed to introduce key elements to improve the effectiveness of the control and supervisory policy.

Nanakina Yu.S. Current problems of the economic theory in assessment of consumer activity of households: look of domestic economic science

In this article the critical analysis of the points of view existing in scientific literature on consumer activity on the basis of allocation of blocks economic theoretical character is carried out. Generalization of results of the analysis allowed to show a contribution of various disciplines and schools to formation of scientific ideas of modern model of rational consumer activity, to estimate degree of readiness of separate aspects of consumer activity and to draw a conclusion that formation of an integrated approach to a research of consumer activity lags behind requirements imposed by the modern sphere of consumption. The last circumstance complicates theoretical justification of rationalization of consumer processes. On the basis of the analysis of various scientific approaches to understanding of essence of consumption within political economic approach differentiation and specification of such economic categories as "consumption", "consumer activity", "consumer behavior" is carried out. Within the political economic analysis use of process (activity) approach to understanding of the content of consumer activity allowing to interpret various approaches in their unity for the purpose of formation of author's model of consumer activity is advisable. For the purpose of ensuring an integrated approach to a research of consumer activity a number of additional economic categories, such as consumer culture and consumer qualification are developed. In this article in general domestic experience of a research of this economic category is generalized that allows to create essence and features of consumer processes from the point of view of a number of domestic experts for the purpose of comparison with foreign treatments.

Zubilevich A.L. Analysis of methods of calculation of losses in optical cables

For fiber-optic communication there are two basic transmission parameters that limit its length without the use of repeaters. These most important parameters are the loss and dispersion. The attenuation optical fiber is an important factor when designing cable networks for the transmission of information. Currently in communications technology, mainly used quartz coaxial optical fiber, the effective area of application of which is in the range of wavelengths up to 2 microns, and using, as a rule, slaborebristaya waveguides where the refractive indices of the core and shell differ by less than 1%. The paper shows the difference between the attenuation of the optical fiber, manufactured at the plant, and losses in optical cables currently in use. Attenuation coefficient of quartz optical fiber is caused by the so-called private losses of the fiber. The loss of signal power in the optical cable consists of a private fiber loss and the additional cable losses. The article describes in detail the mechanism of occurrence of the major loss occurring during the propagation along the fiber of the electromagnetic energy, and additional losses in the optical cable. The paper presents a detailed analysis of the causes of the main and supplementary losses in the optical cables, as well as ways to reduce these values, such as selecting the appropriate type of optical fiber and the operating wavelength. This work examines the possibility of calculation of losses in the optical cables using the typically single-mode fibre. The most common method of calculating the attenuation coefficient of the optical cables in use. On the basis of detailed analysis carried out by known methods of calculation results of losses in the optical cables, the selected optimal, providing the closest values to the data received experimentally.
