Mkhitaryan Yu.I. Legal bases of development of self-regulation when working on creation and operation of capital construction projects, engineering infrastructure in spheres of the increased risk of infliction of harm

In the conditions of scientific and technical progress the risk of infliction of harm of life and activity of the person when working on creation and operation of capital construction projects, engineering infrastructure increases if state policy, state regulation don't provide with the public relations realization by legal entities of necessary requirements to their activity.
Development of institute of self-regulatory organizations – a modern form of regulation of the enterprise relations. Society and the state, legal, natural persons bear responsibility for completeness of the taken measures for safety. Self-regulatory organization – organizational and legal means which allows to provide realization of precautionary measures and also safety in spheres of economic activity with the increased risk of infliction of harm.
In the theory and practice of state regulation, still, debatable are many legal aspects of development of self-regulation. Among such debatable problems: need of obligatory self-regulation; obligation of self-regulation for all legal forms or only for separate legal forms; as self-regulatory organizations – on the basis of the regional or branch principle of community of participants of the market, etc. have to be organized.
The legal basis of development of self-regulatory organizations when working on creation and operation of capital construction projects, engineering infrastructure is based on the basic legal statuses of the Constitution of the Russian Federation and the Civil code of the Russian Federation:
- inaliennable human right, the citizen on protection of health, life and activity, which observance – an obligation of natural, legal entities, state bodies, the states;
- implementation of obligations as necessary implementation of measures for protection of health, life and activity of the person, the citizen, the environment, life and health of an animal, flora, property of natural, legal entities;
- obligations of state bodies, the government to draft effective regulations, to apply all completeness of organizational and legal tools to protection of health, life and activity of the person, the environment;
- the right of natural and legal entities for association, protection of health, life and activity of the person, environment protection, health, life of an animal, flora, the common interests – inalienable right of the organizations;
- the right of natural, legal entities to unite in self-regulatory organizations – the inalienable right of the organizations.
In spite of the fact that these basic legal bases are under protection of international law, standards of the Constitution of the Russian Federation, the Civil code of the Russian Federation, rules of law of the Town-planning code of the Russian Federation don't provide protection of life and activity of the person in a due measure today, limit the rights of self-regulatory organizations and their members for use of the legal tools allowing to govern the enterprise relations for safety of works on capital construction projects.

Nanakina Yu.S. Concept of rationality of consumer activity of households: factorial approach

The purpose of article is identification of major factors of rationalization of consumer activity.
Important question is rationalization of consumer activity of households in the small city today, in the field it is possible to distinguish from the main measures:
- achievement of compliance of income to consumer expenses;
- need of knowledge of norms and standards of consumption;
- periodic training in the field of development of consumer activity and increase in consumer qualification;
- rationalization of own requirements and methods of their realization;
- accounting of existential factors at implementation of consumer activity;
- development of the state measures for assessment of consumer activity (a ratio with a subsistence minimum, minimum wage, the average salary about the country, the region, the city);
- development of new style of the consumer and his introduction in a limited framework of the social and economic environment of the small city.

Davydova E.Yu. Development of labor potential as a factor in improving the quality of labor resources of the enterprise

This article discusses the concept of labor potential. Its role in the development of the socio-economic potential of the country as a whole is indicated. The structure of labor potential of the region is given, the peculiarities of labor force as a commodity are highlighted. The author considers the elements of the labor market. The article shows the difference between the concept of " labor potential "from other terms such as" labor force", "labor resources". Established that the composition and quantitative relations of individual categories and groups of employees that characterize the structure of the frames. The structure of the potential for work, as well as elements of the labor potential of the organization. The main factors are determined, based on the impact of which, it is possible to improve the efficiency of personnel management.

LEGAL PROBLEMS

Ahmadjanov M.A. On the need to introduce foreign experience in the system of legal protection of nature of the Kyrgyz Republic

Issues of ecology and environmental protection have always been of particular relevance. In modern realities, it also did not lose relevance, even, on the contrary, strengthened it. In this article, a comparative analysis of foreign experience in implementing environmental policy and environmental protection activities was carried out, the most effective measures were identified, and ways of implementing policies in the field of environmental law and nature protection in the domestic space were proposed.

Kozinets A.V., Grunichev Yu.A. Distributed search of subscribers in the 5G-networks

The article discusses the trends in modern communication networks, combining both elements of fixed access and elements of communication with mobile subscribers. The article analyses the difficulties of network management, as well as potential problems in the medium- and long-term. There is a significant increase in the number of subscribers in the medium term, during the implementation of the concept of the Internet of Things (IoT) and Industrial Internet of Things (IIoT). The mobile customers hierarchical distributed search concept is offered. Describes the algorithm of the distributed storage of mobile subscribers location information and the search algorithm of location information when it is called.

Buydinov E.V., Kuzovkov A.D., Kuzovkov D.V. Integral-expert method of assessment of socio-economic efficiency of satellite communications infrastructure project

For the progressively developing satellite communication that performs the socio-productive infrastructural role of information transfer and access to information resources, the effectiveness of investment projects has a complex nature of social and economic efficiency, taking into account positive and negative effects not taken into account by the well-known methodology for measuring the effectiveness of investment projects. The article proposes an integral-expert method of quantitative evaluation of the effectiveness of new infrastructure projects, taking into account its many manifestations.

Voinov D.A. Organization of closed groups on the Internet as a channel of corporate governance

The article discusses the problem of interaction between management and employees of a commercial organization within the boundaries of closed virtual groups. This form of corporate communications can become a driver of innovative development of the enterprise, disclosure of internal reserves, increase of loyalty of employees. In this regard, there is a need to develop new methods of corporate communications, taking into account the rules of the functioning of networked communities.
