The member of Advisory council of the Highest Certifying Commission (HCC) at the Ministry of Education and Science of the Russian Federation on branch and regional economy from 2007 to 2013.
He worked in Central Research and Development Institute of communication by the chief of branch department of economy (1980-1995).
In 1991 he have ended doctoral studies of Academy of national economy at the Government of the USSR.
In 1995 he have headed Scientific Research Institute of Economy of Communication and Informatics “Interecoms”.
In 2004 the institute is registered at number 10712 in the register of suppliers and the consulting companies UN on industrial development (UNIDO). Registration code of activity UNCCS-922130 Educational and research institutes (Training and research institutions). The status is received for participation in works and implementation of the program of the UN in Russia on increase in competitiveness of small and medium-sized enterprises.
The founder of a number of the scientific directions, the author more than 500 publications on problems of state regulation, management, economy, self-regulation, law.
The member of Advisory council at Committee on economic policy of the Federation Council of Federal Assembly of Russia.
The member of Advisory Council on town-planning activity at the State Duma Committee on the land relations and construction.
The member of Advisory council of the State Duma Committee on property.
The member of Public council at Federal Agency for Technical Regulation and Metrology.
